- Escalate to the regulator — If the operator has not resolved your complaint within a reasonable time, you can raise it with the Victorian Gambling and Casino Control Commission. They publish a complaints form and will act on licensed-operator misconduct. The VGCCC oversees lottery conduct in Victoria and has enforcement powers we do not.
